Canada increases its study permit cap to 606,000 for 2024

  • Regardless, with around 20% of students seeking extensions each year, or approximately 97,000 permits, the target number of accepted study permits was reduced to 364,000. 

  • To achieve this, a 60% approval rate across the country meant putting the annual maximum for research permit applications at 606,000.

  • Certain student groups (e.g., primary, secondary, master's, and doctoral) are exempt from the cap.

  • After accounting for exempt groups and using data from 2023, the final target was set at 236,000 approved study permits, which equates to an estimated 393,000 applications divided among provinces and territories based on population share.

 

Some provinces with significant permit growth are subject to adjusted allocations to limit further increases, while those with declines receive additional support to stabilise student intake. Furthermore, provinces with permit approval rates below 60% receive additional allocations to meet the expected number of approved permits in 2024.
